C161 Fender Mounting hole

I noticed my Back fender/ seat was kinda wobbly, so I took off the Fender set up and noticed that the hole where I think the fender is supposed to bolt to in the front is missing a big chunk of metal. Is this normal? a defect? Here is a photo.

That's one of the points the seat assembly attaches at. Over the years, the stress and strain of rocking back and forth, side to side in the seat will break away these mounting points.

Weld in a small piece of bar stock under the broken area and drill a new hole thru the bar stock to accommodate the seat mount.

Seems like a weak point as I had to do the same repair on most of my tractors.
