Crazy idea # 13567

I don't know a lot about boats ( 4 out of 5 boats sink after I board ), but I came across something that got me wondering. On the bottom of page 4:

http://www.teleflexmarine.com/library/mari...ard-BayStar.pdf

This is 21 inches wide which is the correct width for the steering knuckles. How much of a stroke would one of these have? I am guessing around 7-8 inches. Would it be possible to shorten this stroke by filling the cylinder with something? A piece of pipe slid over the rod? To get it down to about a 2- 2 1/2 inch stroke?

Well I found out that it has a 1.25 bore, .625 shaft, 8 stroke, .92 sq in area, 7.4 cubic in volume.
