Plenty of manufacturers combined the throttle and choke function into one lever by having the choke come on once the lever moved past full throttle. I have no experience with your model. If yours is a rear-engine rider mower, it would have had a Briggs & Stratton engine and the Kawasaki is likely a replacement.
