Fuel Pump ?

Perhaps something like this, doubling as a fuel shutoff valve:

Btw, that review is for a gravity feed to fuel pump conversion.

A valve will not reduce pressure, only slow the flow.

A good tool to make for testing engines and carburetors is an IV bottle.  You can make one with a tin can that has a piece of 1/4" copper tubing soldered in the bottom.  Hang up the can and connect fuel line to the carburetor, add gas and observe the results.

My guess is that your float is topping out before it shuts the valve, using this IV will show if it can shut off low pressure.

Had the same issue with one flooding it.

Adjusted the float a little bit so it sits lower in the fuel bowl and pushes a little harder to close the valve and it solved the problem.

I'm not sure the float can Even be adjusted. The tab is plastic, with a small metal flap right next to it. There is almost no space between the flap and the tab. I guess I can try bending it up to increase the distance between them, but it certainly different than when I took it apart if I do so.

Repairing a 1973 Auto 18 with a Kohler twin. Previous owner installed both an aftermarket vacuum operated fuel pump at the engine, and an electric fuel pump below the tank...(why? Who knows.) First, does anyone know what type of pump was original to this engine? Where was it located? (Pictures appreciated.) Second, can an electric pump rated at 1-4 psi be used? (Don't want so much pressure that it unseats the needle in the carb and floods the engine.)
