Power broom questions

Hi, i recently got a power broom for my wheel horse and I have some questions.

Is a belt tension adjustment missing? See photo

And is it only to drill a hole in the lifting mechanism and put a bolt and a nut? See photo

Yes the tensioner is missing, part #78 on the IPL.

The lift rod should bolt to the rock shaft higher up, like a snowblower.
