I don’t know the answer, but my first inclination is a tap handle.  The ends are threaded for pipe “handles”, but what gets me is the thumb set screw on the back.  What would it be for?

Bingo, we have a winner.

Most came in sets of 1/4, 3/8, 1/2, 3/4, and one inch pipe dies. You would provide the pipes for handles.

that’s what stumped me the most.  Why would you want to lock onto the very piece you’re trying to spin the tool around?

You put the pipe in the threaded ends then place the die in the middle and thumb screw holds that in place.

It keeps the round die from spinning inside the unit, sets down in the opening in the die.
