Need some JD 445 help.

Hi all. I need some help on a 1996 John Deere 445 fuel injected tractor. The problem I am having is when I start it. The tractor was in need of a lot of tlc when I got it. It came with many implements and the price was very good. I put a new filter in and found the pickup hose on the pump was cracked. I replaced that and the tractor started. The problem is it runs wide open. I replaced the Map sensor. And the temp sensor. It didn't change anything. I am thinking the fuel pressure regulator may be the culprit as there is a lot of return line pressure. Since the return line goes to a "T" that goes back to the tank and also a line that goes to the pressure drain off valve in the throttle body. If I disconnect the return line from the regulator, It has a lot of pressure coming from the bottom of the regulator from the return. I don't have a book on this machine so I don't know how much pressure there should be. But to me, it seems excessive. I was wondering if is in fact forcing gas into the throttle body through that relief valve. Or, if it even could. I don't want to be shotgunning more parts at it. Especially because I already spent more than I wanted through advice of the JD dealer. He is loving me right now. I first thought of the governor. But, I don't think it has ever been messed with. I checked for vacuum leaks with starting fluid and propane and didn't notice any issues. Honestly? I am stumped. Any help will be greatly appreciated.  Pat

There are JD guys on here that may have an answer. If that doesn't pan out go on GTT and your question could be answered very quickly . 400 series are well liked. Kawasaki engine ?.   @6wheeler
