About 9 inches long overall. 

One of the curved faces has leather stuck to it.

The black line is a very thin slit from hole to hole the full thickness of the piece.

He hit us with it when we got out of line, but I never saw it used for anything else.

Funny thing there is my first thought was @$$ whippah.  

 

My other guess mightah been a brake shoe of sorts.

I think it's a wrench of some sort, the holes go on pins and the handle is used for tightening or loosening.

I had the same thought Bob.   Last I heard Cas was back in Portugal.   Sure do miss him.

Google lens says that it is part of a Farrand organ, which makes sense with the leather and fine slot.

I spoke with him back in November.  He was back stateside, as of then.  I hope things are well with him too!
