You are not wrong, however this issue and the immigration/outsourcing debates are not linked that closely as birthrates throughout the industrialized world are hovering just below the replacement rate, and at it's core Social Security is a pyramid scheme, requiring and ever-expanding population in the "next generation" of workers. Part of it is economic worries, part of it is how easy it is to not have unplanned pregnancies compared to in decades past, and part of it is social factors.
