Currently gasoline is taxed up to 86.5 cents per gallon.

You are not wrong, however this issue and the immigration/outsourcing debates are not linked that closely as birthrates throughout the industrialized world are hovering just below the replacement rate, and at it's core Social Security is a pyramid scheme, requiring and ever-expanding population in the "next generation" of workers.

 

Part of it is economic worries, part of it is how easy it is to not have unplanned pregnancies compared to in decades past, and part of it is social factors. And all three of them are working in concert to drive down birth rates.

I starter out as an electrician at a company with a large machine shop, just as digital machines were coming in. (Those early ones were paper tape operated) But I always admired the old guys who could step up to a "War Issue" Cincinnati "knee miller" and turn out parts accurate to within 0.0001"  Sadly a skill which is slipping away from the industry.
