I do think the throttle shaft on the carb is loose.  I have not fixed that before so I may need some part number help or advice on how to best fix that issue. 

 

Take the carb off and carefully check the LOWER bore of the throttle shaft.  

 

If that's loose I have no way to fix it.

 

Usually it's the upper bore only.

 

If that's the case, PM me your address and I'll send you a couple spacer washers and some screws.

Thanks for the offer on it.  Let me check it over and I will fire it up and see what happens and reach out if needed.  Fingers crossed though it isn't!
