Take the carb off and carefully check the LOWER bore of the throttle shaft.  

 

If that's loose I have no way to fix it.

 

Usually it's the upper bore only.

 

If that's the case, PM me your address and I'll send you a couple spacer washers and some screws.

Thanks for the offer on it.  Let me check it over and I will fire it up and see what happens and reach out if needed.  Fingers crossed though it isn't!
