K91 throttle adjustment

Good evening everyone, hope you all had a great thanksgiving. 
 

I’ve been tinkering with the kids rj that he bought. The engine last ran who knows when I think the guy said 10 plus years. It had zero compression but Alex figured out it had a stuck valve and fixed that problem and got it running on the bench. So here’s where I need some input. The throttle cable was gone like most are. What is the correct routing of the cable? I can’t find any good pictures online. I routed a cable the way I think it should go and it seems to be working ish….. when I had it hooked up the cable would move the governor arm to the carb with no issues when the engine was off. When it was running it wouldn’t move at all and I had no throttle. I think I solved that issue but spinning the disk a little more so I could grab the next hole with the cable. But now my issue is it’s either idle or full throttle. No in between. The throttle lever moves ever so slightly and it’s screaming. I loosened the arm and spun the governor rod clockwise til it stopped like the book says thinking that would help but it didn’t. Is there a way to adjust this so we can have the in between and more throw on the throttle lever? I hate to have no in between on an engine. Appreciate any help you have. Thanks in advance.

The governor rod should be turned all the way counterclockwise then the arm pulled away from the carb and retightened. I did this mod on a K181 to give the throttle lever a longer pull. I'm assuming you have a Kohler.

Yup, connecting the cable wire directly to one of the holes in the disk always gives it a very fast throttle response.

I adjusted the governor rod counterclockwise and moved the arm to the left and hooked it all back up and it definitely seemed to help. I have adjustment between full And idle now. Thanks.
