Have the battery tested, it may be spent.

A spent battery can read 12-13 with a meter and no load but then drop to 8 when hit with the load of a starter motor.

Thanks for all the suggestions about the possibility of it being a ground issue. I work on that tomorrow as a start. I thought it might be as easy as turning the key on and hooking my jump box to the negative on battery and touching the positive to hot side of starter , as this is the method I use on my other Horse. Previous owner thought it had a bad starter, any way to check this? Are starters the same on other Kohlers? Thinking I could just pull one and switch.  Thanks

Clamp your jump box ground to or near the starter case. Hit the positive to the starter and let us know what it does. There’s a thread on here about rebuilding starters we can point you to if need be. There actually not hard to repair if the magnet and coil are still good

There area a couple of different started designs. But you can tell by looking at the mounting bracket and counting the number of teeth on the starter gear.

Why won’t my starter turn over from the key switch?\

Lets take a logical step by step inspection of your starter problem.

Is your PTO in the ON position, a wheel horse will not start with the PTO on.

Have you had the battery load tested at an auto parts store?

Have you cleaned and tightened all electrical connections including grounds?

Are all fuses good and fuse holders cleaned?

If these have all been done, we can check components of the starting system as follows; don’t skip a step or you may miss the problem.

Be sure the transmission is in neutral and the parking brake is set.

Take a pair of automotive jumper cables and connect the black cable to your battery  "-" and a good clean spot on the engine. Now connect the other cable to the large post on the starter and touch the other end to the battery "+" terminal, does the starter turn over? If the starter turns over the battery and starter are good. If it didn't turn over try the same steps with the battery in your car/truck, if that cures the problem then the "good" battery wasn't so good.

Presuming the starter turned over move the jumper wire from the starter post to the other end of the wire going to the starter which is one of the large posts on the solenoid. If the starter turns over when the battery is touched by the jumper as before then that cable is good, if not you have found your problem.

Presuming the starter turned over move that jumper to the other terminal of the solenoid, connect the other end to the battery and use a small piece of wire to temporarily connect the battery "+" terminal to the small terminal on the solenoid, this should cause the solenoid to close and the starter to turn over. If not, the solenoid is probably the problem.

If this was successful remove the large jumper cable and use the small jumper wire to the small terminal of the solenoid, the solenoid should close and the starter turn over. If not the cable to the battery is the problem.

Presuming all of these have been successful remove the black jumper wire and repeat the small jumper to small terminal, if the starter turns over the ground is good.

If all of these components test good then remove your ignition switch, be sure the transmission is in neutral, parking brake on, clutch depressed and PTO off. Use a small jumper to connect the terminals that were connected to the “B” and “S” terminals of the ignition switch. If the starter turns over then the PTO switch and other safety switches are operating properly and your ignition switch may be bad

I bought a new battery a month or so ago for my 701 and it was bad. It takes a pretty good battery for the 701 because of the non compression release cam in them. Put new battery on and would almost turn over, but wouldn't, just like the old battery. I was beginning to think the starter/generator might be getting weak. It's a new battery and has to be good right. WRONG it was bad, luckily, I had another battery off of another tractor that I knew was good to try and it turned over like it was supposed to. Took the "new" battery back to auto parts store and told them it was bad, they checked and said it was good, but I knew it wasn't and wanted another one. The 2nd battery was a good one. So, it does happen, and these were name brand batteries. I hope they didn't put that bad battery back on shelf, it could cause someone a lot of grief thinking it is a new good battery.

I wish to thank everyone who responded to my question. No, I have yet to solve this issue, but from one comment, I was able to find the thread with the name of Martin Rebuilding in the event that I reach that stage of this journey. Also while on that thread, I was able to find the You Tube videos of Eliminator Performance that went through an in depth explanation of how to diagnose and test all electrical issues. I know all those knowledgeable in diagnosing these issues believe that this is common sense, but plenty of us just have no idea where to start. Now after watching those videos, I think I have at least a reasonable chance of tracing issues. If I resolve this problem I will let you know.  Thanks Again , Jack
