Agreed. Might make it smoke for a minute or three, but it's never good to start one with dry internal components...

WD-40 is not a lubricant. It's a water repellent. PB-blaster, Kroil, Liquid Wrench, Deep Creep are all better choices.

If possible, flip an engine over for one or two seconds so everything gets a splash of oil.  Let it drain down for a few hours before attempting a start.
