the clutch will not stay in the disengaged position any help would be greatly appreciated

Are you referring to the brake pedal that returns the linkage to center?  There is a return spring in the tunnel that often breaks.

no its the little handle that lifts the idler pulley off the drive belt

I had the same problem on my 81 C-125 automatic. I think it is a common problem with the early black hoods. Sorry, I do not have a solution. I just thought it was worn out and did not use it. Do not trust it. The handle is likely to drop and your tractor could take off.

Pivot holes and pin  wear out on the lever thingy. I took one to my welder buddy and he repaired the hole and made a new pin.

Mike @squonk has it right, the round hole becomes an oval and there is too much play.

Well maybe you are. Without pictures we can't tell. but if everything is there and the pivot is worn, it will flop around and wear out the belt faster and rattle a lot.
