1996 314-8 not starting

I have a 1996 314-8 and when I turn the key the starter won't turn.  I have power to the headlights, the voltage meter reads 10 and doesn't move when you turn the key.  Battery reads 12.4 on multimeter.  Fuses are good.  I checked seat switch.  Any other suggestions?

Download this 4 page file. One diagram shows what all is used in the starter circuit. Follow the power from the battery to starter motor.

I just resolved a no-start problem (a few threads down the list) on my 316 by completely (both ends) removing the positive battery cable and aggressively cleaning the ends and what they connect to.  So, follow the advice on the plaque.
