Engine Pulley Shaft Key

OK, I thought I needed a friction disk but now it doesn't necessarily seem like that's the problem. I took the PTO off and when I removed the friction disk I noticed that the shaft from the engine has a keyway but the key sticks out about 1/4 inch from the engine pulley. This then does not allow the shaft sleeve bushing to flush up against the disk. Since it doesn't sit flush the clutch will never fully engage, or at least it will disengage quite easily because it is being pushed away from the disk. The key not only sticks out but it is really mangled and would never go back in any further. Wish I was better with uploading pics so that I didn't have to explain this but I was wondering if anyone has had this type of issue and if so, how do you either; force the key back in further or, remove it (it's really stuck) so that it could be replaced. It makes no sense that there would be a key forward of the engine pulley simply because it interferes with the mounting of the PTO.

Could you file or grind the excess keyway off?

That key is supposed to be a short one. Either it is the wrong key or it slid out and is stuck. Remove the pulley and access what's in there.. Picture would help.
