Closest thing I have seen would be a tool for opening or closing a water main to the house?

It's small. The size of a screwdriver.

It's not angeled to pull tacks out. Be very hard to get under a nail head or tack with it. I think it fits over something then you turn it like a screw driver but I'm not sure what.

Maybe a tool to add leverage to turning an old brass natural gas ball valve or smaller water linevalve.jpg.397599c62e011150d5550875e9ca5a1b.jpg? Stuck valve or hard to reach?

I think it is for turning. It is not flat or angled enough to pull a nail or tack.

My thought is that it was used to set ferrules on small cable, but I wouldn't want to hammer on the handle.

See those old rusty nails in the tote?

is the end if it magnetic? Maybe a nail holder for hard to reach places?
