After removing and cleaning adjust idle mixture from carb. how to adjust idle mixture 

do I tighten all the way in then back off 2 full turns?

It is 1-1/4 turns.  This will get you started, then fine tune the screw for the best low speed idle after the engine has been warmed.

Note that there are 3 adjustments, you only asked about the idle mixture.  I thought that it would be best that I explain them further.

 

Here is what I do:

 

Back off the low speed adjustment screw a couple of turns, it is shown in the drawing above and it is next to the shroud to the left front of the carburetor.

 

Next, adjust the stop screw that is on the rear of carburetor till the idle is 1,000 RPM with that stop screw held against its stop.

 

While holding the stop screw mentioned above, adjust the mixture to the highest and best idle, readjust speed and mixture till you have the 1,000 RPM and idling at its best.

 

Now adjust the low speed adjustment screw, mentioned in the first step, till you have between 1,100 and 1,200 RPM.  (different manufactures have different specifications, most hydros like the 1,200 speed).  Of course work the throttle after each adjustment, they often change a bit.

 

Finally, move the throttle to full speed and bend the high speed stop if necessary till you accomplish 3,600 RPM.  Again, work the throttle lever after each bending.

 

When all this is done you should have a sweet idling engine where the governor is controlling the idle speed.
