 Leftover , un-tagged parts from one of the many dealers I've bought out . Any idea what these may be ? Reel mower maybe ?

Spur gears for the drive system of a self-propelled push mower maybe?  Something like Troy-Bilt 717-1761 or 717-1762, but not quite?

It might be a pinion gear for a lawn sweeper, here is one style that doesn't have the straight portion:

Agreeing with all!

This sort of gear on the ends of a self-propelled rotary or reel mower drive shaft, typically meshed with a recessed internal gear in a wheel, allowed the outside wheel on a turn to go faster than the driven inside wheel (a quasi-differential). Note that there is a left and right!

Same in reverse (as @Achto notes) where the wheels are powering the broom on a sweeper -- it lets the inner wheel go slower than the driving outer wheel without scrubbing.
