This sort of gear on the ends of a self-propelled rotary or reel mower drive shaft, typically meshed with a recessed internal gear in a wheel, allowed the outside wheel on a turn to go faster than the driven inside wheel (a quasi-differential). Note that there is a left and right! Same in reverse (as @Achto notes) where the wheels are powering the broom on a sweeper -- it lets the inner wheel go slower than the driving outer wheel without scrubbing.
