What am I missing?

I have a couple questions on the PTO. I have a bracket that mounts to the engine. Are they all the same meaning the 8hp and the 10hp and up are they the same bracket? Also what am I missing in these picks. How to engage the PTO? something is missing. Not an expert on these pto`s.

The bolt by your finger should go through the mounting bracket, not the U shaped rod.

@Retired Wrencher looks to be all there to me , try moving the trunnion ,  to enhance engagement, the mount bolt , is holding that in place , loosely , that swings on the back stud , is the starting point at the cowl area , sloppy , worn ? verify function , should be easy , pete

The bolt is the pivot point of the triangle piece. When you pull back on the PTO lever it should cause hoop to move the clutch pulley towards the engine.
