The way to address this is to adjust the tightness of the bolt adding friction to the motion control cam (friction should be enough to hold a steady setting but easily overcome by manually moving the control lever or stepping on the brake pedal).. Using the search bar at the top of the page, key “tractor 1993 520-H” then select to search in “Files” and the option “use all my search terms" That will give you a list of the forum’s documents for your tractor. Download and read the operator manual (with “OM” in the title), which describes the process of adjusting the friction. Another useful manual is the Eaton 1100 service manual. Search for "Transmission Hydro Eaton 11 SM”.
