Tractor starts with throttle issues

I received a C101 a few days ago and went to start up the engine that has sat for a couple years. It didn’t take much to get the engine started, but when changing the throttle the linkage wouldn’t move. It seems like the part that come off of the governor arm and goes into the carburetor is loose. It is actually sliding out of the carburetor. Does anyone have any guidance on where to start to fix this issue?  Pictures below.

Don't run the engine any more for now.

That shaft that is sliding out should have a round throttle plate that screws into it with 2 screws. (see diagram below 9from attached manual)

If the screws recently came out they could be sucked into the engine and are bouncing around/grinding on the top of the piston and valves. 

You need to pull the carb and see if the disc is still laying in there, looks like the carb might be due a cleaning anyway.

If the disc is still in there then I would want to pull the cylinder head to inspect if the screws are in the cylinder. here is the Kohler engine manual.

Lots of help here on Red Square to get that horse squared away and working.

Yes throttle plate screws have to missing. Do not start your engine until you locate those screws.

Looks like a previous owner may have attempted to put a bushing onto a leaking throttle shaft and didn't know how to secure the throttle plate/shaft screws. hope there isn't any internal damage. Rebuilding your carburetor is preferable to buying one of the cheap Chinese knock-off units you'll see for sale on :techie-ebay:

Not really... your problem is pretty much cut and dried. 

Pull the carb and rebuild. If rebuilding is beyond your abilties there are guys here that are proficient at it.

Pull the head and inspect the top end. Look for those screws. They are quite small.

When i tell you i gasped when you pulled up on the shaft😳...usually that failure is followed by engine failure, with any luck the plate is hammed behind the valve and kept the engine from running away

Thanks for everyone’s help. So far, I’ve taken off the Carb and I found 1 screw broken and stuck in the throttle bar as well as the plate that goes on the bar. 
 

I’ll let you all know how it goes after i figure out how to get the broken screw out of the bar.

What model carb is it?  A cheap chinese amazon carb would have a good shaft and buttfly to swap into your old carb, as well as new bowl, gasket, o-ring, needles..
