Nowadays it's called a footwear allowance instead so we can use it for sneaker like safety shoes. As a Boy Scout in the 1960's, that's the way we were instructed to break in a pair of leather boots several months prior to the annual 50-miler on the Appalachian trail. It mended many Scouts sore blistered feet and allowed them to finish the 3-4 day hikes.
