Is this a new problem or a problem with a new to you tractor? Do you have any pictures of how the throttle is connected to the engine?

Dont know if this is the problem, but would be worth cking -- the throttle lever is - like many - made with a 'friction' nut and that is adjusted by tightening/loosening this nut. When it gets wear it'll let the throttle be TOO loose and give your type complaint, try snugging this nut up a bit.

Is that where the governor lever is to hook to throttle, tightened that it was loose, still does it

Thats not the place I was thinking about.  The throttle handle that you move by hand has a ...''threaded stud?" going thru the dash with a 9/16" nut (I think?) back there. By loosening or tightening it determines how much friction to have on the lever.

And FWIW, the motion handle has a similar type adjustment, if the motion handle creeps on you, you tighten a friction nut there also.....
