I think they used these on gensets and water pumps. The plywood lift ring suggests there was something of similar weight on the other side. Old school rope pull on the flywheel end. All of them or none of them might be garbage or truth. It's possible the military came up with the entire set of specs from one end of the other it just said something like, build this for us. Another thing I've read is that there are certain levels of horsepower that are designated for certain levels of tasks or machinery. Those designations might be ancient so even though a certain size engine nowadays would make a certain amount of power, back when the designations were put in place it would have made a lot less. Think about the monstrouses from the 30s 40s and 50s in comparison to today's small engine's. If a military entity ordered a certain size engine by cubic inch or cubic centimeter in the 70s or 80s it would have made substantially more power than the same volume back in the 40s. Another theory I've read is that whatever manufacturer designed the engine at the time knew full well that it made two or three times that needed HP but the government asked for three so they got three.
