Acting as the GC for the construction of my home (and I have the gray hair to prove it) let me assure that the sealing and insulation were what we wanted and correctly installed. Ours is an 80's "super-insulated". That means scrupulous install of 6mil plastic inner vapor barrier along with 10½" and 24" of fiberglass in the walls and attic, respectively, and e-glass windows. The roof has 4' of water and ice shield at the edge and we've never had an ice dam. 

There is no doubt I'd use different, newer technologies if I were building today but 40 years ago, this was the best thinking available.

Yes, it was a significant investment at the time, but it was in areas that simply cannot be retro-fitted to an existing house of usual construction. 

Our utility costs have consistently been half of similarly sized homes in our area.
